  CNU has long been criticized for focusing too much on greenfield new towns. Those of us within the movement know that this is overstated, however now is the time to make this clear. Urbanists outside our movement often ignore not only only greenfield but also the middle landscape that is neither greenfield nor central city. Florida is a great place to focus on this neglected middle ground of existing suburbs and the beautiful small towns and semi-rural landscapes that most native Floridians treasure including small towns and small cities that have been engulfed by sprawl and now their downtowns are tiny in comparison to the surroundings they ought to support.

  This is an auspicious year for the Congress; it's 20th meeting. Let's take this time to reflect, re-evaluate, reinvent, and chart the next 20 years. From an organizational standpoint, what are we doing right; what can we do differently? What have we achieved that we can also now set aside to focus on other goals? Where are our critics and do they still feel the same way? Who are the new top urban thinkers and critics and are we even on their radar? What are our young people doing and how are we investing in th future of the movement by investing in their apprenticeship and mentorship? What does our next Seaside look like; what is our icon for the 21st century?

  I suggest that we have a working session in which we have a gigantic Florida Map at a predetermined scale. On it, we place the high speed rail (Tampa-Orlando-Miami), along with low speed rail (FEC Corridor) and all the planned and existing metropolitan transit networks. Then we invite CNU-FL members to place their TND or revitalization plans upon the transit armature, to see how much territory CNU has affected in Florida, and how it relates to Federal and State, County, and City efforts to improve transit.

  Just how walkable is walkable? A number of questions need to be answered in the context of today's environment. How does design actually influence use. We need more than theory, we need to see practical, workable solutions. Walking needs to be more than a recreational or seasonal activity. How do walkable streets function in 90 degree heat? Are the dramatic changes in employment structure and transportation costs changing the willingness to explore other modes of transportation. Are current ideas of linking streets just facilitating vehicular travel by making it easier to get in the car?

  I suggest that [in the spirit of doing more with less, and fully utilizing the public & private resources already in place] we theme the florida, or CNU 20, meetings around INFILL AND REDEVELOPMENT. Our county government (1,000,000 population strong!), is staring at many, many levels of internal obstacles that must be overcome before we can begin truly seeing a volume of compact, walkable, vertically-mixed use projects take shape in our community. In addition to our outdated suburban develoment code issues, (we're faced with standard internal sentiments related to : "well, we're-just-not-set-up-to-DO-and-APPROVE-compact-projects-with-a-vertical-mix-of-uses."), there also seems to be an identifiable lack of local expertise and comfort [within the development / design / LENDING community] with compact/infill/redevelopment projects.

  Local government urban designers, and consulting planners, need help educating on compact, walkable, vertically-mixed use development !

"THE STATE OF THE NEW URBANISM" IN 2012, SEASIDE, THE BIRTHPLACE OF THE NEW URBANISM WILL HAVE CELEBRATED ITS 30TH. I THINK A LOOKBACK AT THE STATE OF THE MOVEMENT AND A LOOK FORWARD AT FLORIDA'S LAND USE POLICIES AND PRACTICES, WOULD BE APPROPRIATE.

  Accommodating all ages. Since West Palm is typically known for it's aging community (as is the majority of Florida), the Congress can discuss plans to be more transit-oriented and walkable for the county's aging population. The Congress can also target the younger generation that is rather accepting of New Urbanism and how all age groups can benefit from this environment.

  CNU has been successful in bringing to light TOD, 5 minute walk, and form-based codes. Now we mus present how regionalism works. The Node is the DNA for future transit, connectivity, conservation, and regional structure. Florida is poised to lead this vision with high speed rail, regional rail, and recent light rail projects, but the development pattern must change for this to be successful.

  A focus within the congress upon how negative economic factors are forcing land conservation/preservation (silver lining to economic cloud?) and makeing redevelopment and infill the logical and financially sound choce for future growth and for development.

  The techniques and bestpractives for urban infill planning and upon incentives and local partnerships are applied to facilitate growth and developmen in this new economy that we will all share for a long time...The right things are hapening for somewhat reasons that, on the surface, would be counter to past thought and practice in development.

  Many states like Florida have policy statements in growth management laws that discourage sprawl, yet when the state or local government build or rent an office building or locate a new high school or state university or other capital facility, government almost always chooses a site that promotes or pioneers suburban sprawl. Same is true with transportation choices - the lion's share of resources are for highways instead of transit. Growth management laws and policy statements are meaningless when undermined by public investment. A theme should be how public investments should be redirected to support the renaissance of existing cities rather than perpetuate the old suburbanism.
